Ohio Is a Control State
Unlike most states where private businesses buy spirits from distributors and set their own prices, Ohio is a “control state.” The state government controls the wholesale distribution of all distilled spirits sold within its borders. This means the State of Ohio is essentially the middleman between distilleries and the stores where you buy your bourbon.
The system is managed by the Ohio Division of Liquor Control, with day-to-day retail operations run by JobsOhio Beverage System under the OHLQ (Ohio Liquor) brand. How OHLQ Stores Work
There are 577 OHLQ-contracted stores across Ohio, and you can find every one of them on our interactive store map. These are called “agency stores” because they operate under contract with the state. Despite the OHLQ branding, they're privately owned businesses — the state doesn't own or operate the stores themselves.
Agency stores come in several forms. Some are dedicated liquor stores where spirits are the primary business. Others are grocery stores or supermarkets with a liquor department — you'll find OHLQ sections inside many Kroger, Giant Eagle, and other grocery chains. There are also carry-out shops and even a handful of distillery locations that hold agency contracts.
Regardless of the store type, the key thing to understand is that every agency store sells from the same state-managed inventory system. They don't source products independently — everything comes through Ohio's central distribution.
Pricing: The Same Everywhere
One of the most distinctive features of Ohio's control system is uniform pricing. The state sets the retail price for every product, and every agency store charges the same amount. A bottle of Buffalo Trace costs the same whether you buy it in downtown Cleveland, a small town in southeastern Ohio, or a Kroger in Columbus.
This eliminates price shopping but also means there's no markup on hard-to-find bottles. An allocated bottle of Blanton's that might command a premium at a private liquor store in another state sells for the standard state-set price in Ohio. Distribution and Deliveries
Products are warehoused centrally by the state and delivered to agency stores on regular schedules. Most stores receive one delivery per week, though larger-volume stores in metro areas may get more frequent shipments. Delivery days vary by store and region — common days are Tuesday through Thursday, but your local store might be different.
When new or exclusive products are released, they're added to the regular delivery schedule. This means allocated and exclusive bottles typically arrive alongside the store's normal weekly order, not on a special separate delivery. The Product Catalog
The OHLQ product catalog includes thousands of products across every spirit category — bourbon, rye, scotch, tequila, vodka, rum, gin, and more. New products are added regularly as distilleries submit their brands for approval in the Ohio market. The approval process involves the state reviewing the product, setting a retail price, and adding it to the distribution system.
Not every product available nationally will be in Ohio's catalog. Some brands choose not to distribute in control states, or their volumes are too small to meet Ohio's requirements. Conversely, OHLQ Exclusive products are only available here — they won't be on shelves in neighboring states like Kentucky, Indiana, or Pennsylvania.
